Each flat has its own stopcock at the point where the water main enters the flat - usually in the first hallway cupboard.  This should be checked regularly to ensure that it can be turned and that it does indeed turn-off the cold water supply to the flat.

Should a water main riser leak, or there is a burst or penetrated pipe in one of the flats, there are isolater taps situated in the parking area of the block as shown on the diagram below. You will need access to a stopcock key to reach these taps. A key (like a long T bar) is kept in the cupboard in the entrance lobby - flats 1,8, 16,17, and the SURGERY have access to this cupboard.
